Description
The Council granted rights to four of its members, including the president of the council, to appoint members to the council in the event of their deaths during the epidemic. This meeting would be the first of several toward the end of 1887 to establish contingencies in the event of vacancies in government offices. On October 12th, a temporary police force was established to fill in the vacancies of the current force, including a police chief.
Partial Transcription:
“On motion of Councilman Biglow an Executive Committee, to consist of the Mayor, the President of the Council and three members of the Council to be appointed by the Chair was directed, authorized and empowered to take charge of affairs of the city with full power to act in any case and to fill any vacancies which might occur. The Chair appointed messrs. Biglow, Henderson and Meyer to serve on such committee.”
