Description

The Quarantine is officially announced and May 10th is established as the date of its official implementation. The regulations establish the position of Quarantine Inspector for the city, and that this position be given to Dr. D. M. Burgess. The regulations also mention specific diseases which the quarantine is supposed to monitor, these being Yellow Fever, Cholera and Small Pox.

Partial Transcription:

Section 12: “The agents of all vessels leaving Havana will require from every person desiring to take passage by any such vessel from and after these regulations go into effect, as provided by law a prerequisite to obtaining such passage a written certificate from Dr. D. M. Burgess, setting forth that such person has furnished satisfactory proof of being either acclimated to the island of Cuba or of having had yellow fever and is in no danger (practically speaking_ of developing yellow fever or conveying the disease, provided that there is epidemic prevailing at Key West.”

Section 5: “That all passengers arriving at this port from any of the above mentioned and described ports, are hereby required to procure from the Health Agent of this Board of Health at such ports, and at ports where there is no such health agent, then the U.S. Consul or the U.S. Senitary Inspector of the Marine Hospital service, a certificate setting forth the name, age, color, birthplace and state of health of the applicant therefor. Said certificate shal also set forth whether her or she has had yellow fever, cholera or small pox’ the length of residence, if any, on the island of Cuba, and whether in the judgement of the officer signing the certificate the applicant therefor is sufficiently acclimated to the diseases aforesaid.”
