Transcribed from a communication sent by the mayor:
“A communication was presented from the Mayor calling attention to the fact that the city was without a scavenger and recommending that immediate steps be taken to carry our the scavenger work until permanent arrangements could be made. His honor again recommended that the sanitary system in use in Orlando be adopted by Tampa. His Honor thought that the police force of the city was inadequate and suggested that it be increased. He also recommended the question of compensating owners for bedding inc., destroyed during the epidemic be referred to the City Attorney to say whether or not the City should pay for the same.”
